Qinzhou,as a coastal post-developing city,should take the overall consideration into the economic and social development along the scientific concept of development in the course of constructing the socialist harmonious society,while it should revolve around the theme of quickening development,take the developing goals of enforcing Qinzhou's 'Big Port,Big Industry and Big Tourism' to empower the material fundaments,to balance the development of all fields and to shape a well-off,polite and harmonious Qinzhou for the reality of the economic and social harmonious and sustainable development and human's all-around development.
