京、沪、深科技创新制度的比较

通过对北京、上海、深圳三市科技创新制度的比较分析可知:北京市科研实力雄厚,高新技术与传统产业关联不大,政府主要以大力兴建科技园区的形式扶持科技创新,高新技术产业发展速度最快;上海市着力对传统工业进行技术改造,并在新产品的开发和科技成果的转化上有更大的投入,高新技术产值的绝对数值在全国仍居首位;深圳市以外资的推动为契机,以企业为中心,以产权改革为突破口,激发企业的创新活力,高新技术产值占总产值的比例最高。三市的经验,其借鉴意义在于:要推动高新技术产业可持续发展,关键在于坚持用科学发展观指导实践,因地制宜做好科技创新的制度安排。

From the comparative analysis of technological innovation policy between Beijing,Shanghai and Shenzhen,several conclusions can be drawn as follows: Beijing enjoys strong technological research power and there is not much relation between hi-tech and traditional industries.The government supports the technological innovation by means of establishing technologic garden,and the hi-tech industry gains the most rapid development;Shanghai takes great efforts to reform the traditional technology and invest more in developing new products and transferring the technology outcome.The absolute volume of hitech output ranks the first throughout the country;Shenzhen seizes the opportunities of foreign investment,focus on the enterprises and takes property right as the breakthrough to inspire the creativiy of enterprises,so the output of hitech shares the largest proportion of the total volume.The significance of the experience of the three cities lies in that it is the key to acquiring sustainable development of the hi-tech industries by using scientific development value to guide the practice and regulate the technological innovation in accordance with the local conditions.
