我国农村剩余劳动力转移的制度改革思考

Thinking of the Mechanism Reformation for the Rural Surplus Labor Transfering in our Country

过去的20多年,巨大的农村劳动力流动,极大地推动了我国经济的发展,然而要实现全面小康,完成工业化、城市化,就必须使农村剩余劳动力离乡不离土的流动转变为离乡又离土的转移。为此,政府必须破除一切制约农村劳动力流动转移的制度障碍,积极建立有利于农村劳动力转移的政策机制,促进农村劳动力在城乡间自由流动转移,实现劳动力资源在全国范围的优化配置。

In the past 20 years,that the immense labor flow from countries to cities has greatly promoted the economy de- velopment.However,to achieve the aims of full-scale well-to-do society as well as the industrialization and citilization,the government should realize that the surplus labors transfering from countries to cities should make the peasants leave their hometown and give up their lands as well.Therefore,the government has to destroy any obstacles to the transfering and estab- lish the political mechanism to promote it so as to achieve the free transfering between countries and cities and realize the op- timized collocation of labors within the whole country.
