The survival and development of population is the most rudimental issue among ones the resource-based cities are confronted with.The problems such as the high rate of unemployment,faultiness of social security,undeveloped education,serious pollution of eco-environment and so on have a direct impact on social stableness.The appearance of the problems resulted from both policy of resources use and the city itself,so in order to resolve the problems,not only the dependence of resource-based cities themselves but also succor from nation is needed.
