高等学校的根本任务是培养人 ,教学活动是高等学校培养人的基本途径 ,高等学校的教学质量是高等教育质量的核心 ,应当把高等学校内部的教学质量管理作为高等教育的全面质量管理的基础。随着高等学校招生人数的不断增加 ,高校如何保证学生的培养质量成了高校面临的主要问题。建立教学质量保障体系成为当务之急。

Training qualified personnels is the fundamental task of the institutions of higher learning,which is manifested in the basic means of teaching activities.The quality of teaching in colleges and universities forms the very core of the quality of higher education.With the continuous increase in enrolment of college students,the central problem with which the institutions of higher learning is confronted is how to guarantee the training quality of students.The author,based on the condition,basis and purpose of the guarantee system of teaching quality,raises the points of view.
