西部大开发是党中央在世纪之交作出的旨在缩小东部与西部地区经济发展差距 ,促进全国经济协调发展的重大战略决策。在西部大开发中 ,地处中原的河南 ,既得东部发达地区经济辐射之利 ,又肩负策应西部开发的重任 ,因此 ,“东引西进”战略是河南经济社会发展的必然选择。要加快实施“东引西进”战略 ,必须抓住西部大开发所赋予河南的诸多发展机遇 ,用足、用好、用活中央关于加快中西部地区发展的有关政策 ,既积极参与西部大开发 。

West development, the significant strategic decision made by the Party Central Committee when the new century came, is aimed to decrease the economic disparity between the east and the west. In the process of west development, Henan, in the central plain, advantageous with the economic influence from the east, additionally shoulders the task of supporting and coordinating the west development. Hence “introducing from both the east and the west” is the necessity on Henan’s way of economic development. For the implementation of this necessary strategy, opportunities going with the west development must be taken, and the central government’s policies concerning the development of the west and central land must be fully and actively put to practice. Henan’s active participation and its own accelerated economic advancement are equally important.
