把不同社会制度下的腐败现象和腐败行为 ,用所谓的“对各种社会的危害是相同的”、腐败现象的“共发性”、腐败现象的“可控性”的论点加以概括 ,并把其作为共同的特点特征加以阐述 ,模糊了社会主义制度与资本主义制度的本质区别 ,忘却了共产党的领导这个关键因素。当前我国社会出现的腐败现象属权力腐败 ,治理腐败应从权力制约入手 ,强化监督机制。

To generalize and expound the phenomenon of corruption and the act of corruption under different social systems with the viewpoints that corruption will harm different societies, corruption would exist in all societies,and the phenomenon of corruption is controllable is to erase the essential differences between the socialist system and the capitalist system, and forget the key factor that China is under the leadership of the Communist Party. The phenomenon of corruption in China at present is the corruption of power, therefore, the first important thing to control the corruption should begin from controlling the power, and strengthening the supervision of power.
