摘要
目前我国不仅存在着教育经费支出总量不足、相对量偏低的问题，更为重要的是在有限的教育资金 条件下，普遍存在着教育经费支出的低效益现象。其原因主要有学校规模偏小、教育资源利用率低、学校地 区布局不合理、教育经费支出结构不当以及教育投资管理体制不健全等，为此，我们必须加大教育改革力 度，实施充分有效的政策，提高教育经费的支出效益。
In China, the general volume and relative proportion of education expenditures are low at present, and more important problem is low-benefit of education expenditures. The reasons mainly include the small scales of most schools, the low using - rate of educational resources, the impropriety in area arrangement and in structure, unsound in vestment system of education, and so on. Therefore, we should strengthen the education reform and put effective policy in practice in order to bring more benefits from education expenditures.
