摘要
免征农业税是解决三农问题的一个前提条件,但必须进行与此相适应基层行政管理体制变革。撤销乡镇改设乡镇公所能较好适应农村形势的需要,本文充分论证当前撤销乡镇政府的必要性和改设乡镇公所的可行性,并对改设后乡镇公所机构设置、冗员分流及公共产品提供系统的设计。
Exempting from agricultural taxes is the premis of resolving three-agriculture problems.But it must go together with the innovating of administration system in town.It is suitable for the village situation when abolishing the town ship governments and setting up township official bureau.This thesis fully demonstrates the necessity and feasibility of the problems.and it also provides a systamestic design for the structure installment,rebundent personnel dismissing and public products of the township official bureau.
