在加入WTO后的第一个岁末年初,也就是在中国政府开始兑现入世承诺的第一年,中国航运界发生了一件前所未有的大事.这就是世界上实力最强的几大国际班轮公会与成立仅仅几个月的中国货主协会坐到了一起,就是否在中国收取码头作业费(THC)展开了对话、磋商,并由此引发了一场船货双方的THC之战.
In the first year after China's Accession to WTO, unprecedented thing has taken place within China's shipping circle. Most powerful international liners in the world came together with new born China Cargo Owners Association to begin dialogue and negotiation on whether to take THC in China's yards and also arouse a fierce argumentation between shipowners and cargo owners. Due to interest conflicts between ship and cargo, THC fight is escalating. While the influence of China Cargo Owners Association are increasing and playing a greater role. As it is the first open fight between ship and cargo, also under the key period for the government functions' transition, whether trade association can get the work originally belonging to the government well done in conformity with the market rule under the market economy and the THC can be carried out smoothly have aroused great concern within the circle.
