The development of Gansu economy is resticted by various economic and non economic elements, especially by the problem of human resources. At present, Gansu human resources lies in an inferior positions, but these inferior positions can be changed. Only do we take measures of perfection and improvement, scientific management, exploitation, utilization and protection, human resoures must become the key power to advance economic development of Gansu.
