呼吁建立船舶强制保赔机制

摘要 随着国际航运业务的激增,船舶发生海难海损的几率也随之攀升.2000年,仅伦敦保险市场的赔付率就达150%.为此,国际保赔协会集团将协会承保的油污责任险限额从5亿美元增长到10亿美元,并为此安排了国际再保险.同时,国际海事组织的有关船舶及货运保险(统称水险)的各种新规定,也在积极地酝酿和出台.而近年我国沿海、内河重大海事频发,多因没有保险造成社会财富赔偿的浪费和不公.而这,与我们缺乏保险意识和强制保险机制,不无关系. As shipping services are developing, accidents on water are going frequent too. Except for the ocean-going fleet, most of the ships operating for coastal and inland waterways services do not have a P & I system to cover them. Ships involved in accidents will not only cause the owner a big loss in property, but also poses a heavy burden on the governmental bodies due to their inability to pay for the cost sustained by navigation, salvaging, cleaning, ecological and envkonmental protection. This is much related to the owner's short sense of insurance. Therefore, it is the high time to establish a mandatory P & I regime for such ships.
