Vice Admiral Zhang Xusan has dealt with the sea all his life, melting his idea and soul into the ocean. He used to take the position of Vice Commanding Office of Chinese Navy and Political Commissar of the Institute of Military Science, and serviced for a long time in the four major sea areas of China. After retirement, the Adrrural takes several social positions related to oceanic activities. He not only expresses his say about ocean on the NPC conference, but provides guidance to the four major sea areas; particularly he makes every effort to work for the preparation of the '600th Anniversary of Zheng He Sailing to the West' in 2005. He also makes great contribution to improving the oceanic conception of the nationals and to building an ocean power of our country.
