摘要
政府经济政策在追求社会福利最大化和追求福利的平等分配上面临两难决择。在政府管制的公用事业领域,怎样保证市场效率,做大社会福利蛋糕,同时保证国民公平享受社会福利蛋糕,是公用事业改革发展的重要政策问题。本文采用福利理论与弹性分析方法对此问题进行分析并提出政策建议。
It is always a dilemma for economic policy to choose in efficiency and equity.Maximizing and distributing fairly the economic welfare is a big challenge for the policy reforming in public utility.With the theory of economic welfare and elas- ticity method,the author discusses this issue deeply and gives some advices.
