摘要
制度创新贯穿了整个国有企业改革,也成为国有企业改革追求效率的重要手段。但是,制度更替对公平与效率则产生了一系列影响。本文对市场约束和政府约束进行了比较,指出了公平与效率在此约束中产生的变化;分析了现代企业管理制度与传统的企业管理制度的差异所导致的企业内部公平与效率的变化;分析了规则公平下的自律和他律的必要性以及强化国有企业内治理监督规则对确保公平与效率的作用。
