建设项目施工过程中 ,工程变更和索赔几乎是不可避免的。业主和承包商在招标阶段就应考虑可能存在的工程变更风险 ,并应采取恰当的措施来避免。一旦发生变更 ,应及时合理处理由此导致的索赔 ,保证建设项目有序地开展。

Changes and claims are in general almost inevitable in the construction project. At the tendering stage, the owner and contractors should take account of the risks carefully in the project and take appropriate measures to avoid the changes. As any changes occur, the disputes and claims must be settled rationally and timely, so as to guarantee the project can develop in an orderly way.
