论中央银行的纵向一体化与基层央行职能

On the Harmonization of Central Banking

根据新修订的中央银行法,中央银行的基本职能为制定和执行货币政策、维护金融稳定和提供金融服务。上述三大基本职能的执行效率与中央银行的纵向科层结构分工存在较大关联。本文认为,经过20年的中央银行制度改革,我国基本建立了纵向一体化的中央银行体系,货币政策的制定与执行、金融稳定职能主要集中于中央银行总行,基层央行的职能则应侧重于金融服务,一方面,金融服务职能的履行实际为中央银行总行科学制定与执行货币政策、审慎判断并维护金融稳定提供信息支持与执行渠道;另一方面,金融服务职能与央行基层机构的比较优势相切合。

Based on the revised central bank law, the function of central banks contains monetary policy, financial stabilization and financial service. This paper shows that given the comparative advantages and the functions harmonization of various layers of central bank, the central bank s branches should focus on financial service, which is the supporting means for monetary and financial stabilization.
