农村信用社改革的“路径依赖”问题

The Problem of Path Dependence in the Reform of Rural Cooperative Credits

我国目前全面推开的农村信用社改革试点方案带有明显的“路径信赖”痕迹。但任何制度变迁都具有进程的渐进性和历史的逻辑性,如果违背这一规律,就会引起混乱。我国目前推行的农村信用社改革试点方案及出台的一些措施,是受我国目前农村经济的发展水平、金融体制的制度环境和农民素质及组织化水平的影响和制约所致。要克服路径依赖就应优化外部环境,并增大制度创新供给。

The problem of path dependence obviously exists in the recent round reform of Rural Cooperative Credits (RCCs) since 2003. Though this has been criticizing by many scholars, it is, however, consistent with the logic of gradualism.
