摘要
社会保障体系的独特功能决定了它是社会主义和谐社会的重要内容,构建社会主义和谐社会的过程,同时也应是健全和完善社会保障体系的过程,健全和完善社会保障体系是促进社会和谐、构建社会主义和谐社会的必然要求。但中国社会保障体系目前面临一系列困难和挑战,应当通过完善立法,扩大社会保障覆盖面,多渠道解决社会保障资金,建立统一的管理体制,提高社会保障资金的营运效率,创新社会保障方法,推动新型的社会保障体系的构建,促进和谐社会的发展。
The unique function of social security system decides that it is important content of socialist harmonious society.The progress of building socialist harmonious society should be also one of strengthening and improving the social security system,which is inevitable request of promoting social harmony and building socialist harmonious society.However,China's Social Security System is faced with a series of difficulties and challenges nowadays.Promoting the construction of new social security system by improving legislation,enlarging the scope of security system,solving social security fund through many ways,establishing the unified management system,enhancing the running efficiency of social security fund,and creating methods of social security,promote social harmony development.
