节能减排是我国经济转型时期的一个重要标志,是深入贯彻落实科学发展观的根本举措,是"十一五"规划纲要的基本要求。节能减排约束性指标是强化政府责任的指标。近几年,我国经济发展与环境制约的矛盾日趋尖锐,人民群众对环境污染问题反映强烈。这种状况如果不能够妥善地解决,资源将难以支撑,环境将难以容纳,社会将难以承受,发展将难以持续。因此,我们必须坚持以节约资源为基本国策,大力调整经济结构,加快推进技术进步,严格管理制度,动员全民提高节能意识,切实建立节能长效机制,促进我国经济又快又好的发展。
