失业问题是中国改革遇到的最大难题之一,隐性失业问题更为严重。隐性失业影响国家的财政收入,使企业的有效工时利用率大大降低,增加了单位产品成本,使企业活力丧失。解决隐性失业问题,从总体上说,应加快经济体制改革步伐,创立全国统一的劳动力市场,在总量上控制劳动力供给和扩张劳动力需要。
