平原区高潜水位采煤塌陷土地拥有丰富的水资源,地势低洼,土壤接近饱和湿度,为人工湿地的规划建设提供了良好的自然条件。结合平原采煤塌陷土地开发复垦,对平原高潜水位采煤塌陷区进行水、土资源的优化配置,规划建设人工湿地,改善矿区城市的生态环境,推进采煤塌陷土地的综合效益的发挥。
