"强政府"是指在矛盾极为尖锐复杂的社会转型时期能够有效维护社会秩序,应对国内外的各种挑战,动员和组织社会资源,促进社会转型和社会发展及具有较高治理能力的政府。在经济全球化背景下,政府能力的有效性已成为国家核心竞争力的基本构成要素,"强政府"则成为各国的普遍诉求。我国正处在社会转型期,计划经济体制向市场经济体制的转变带来了一系列的社会问题,为了适应社会主义市场经济的发展,迫切需要创新政府管理模式,实现政府职能的科学再定位,而"强政府"模式则是我国政府的理性选择。
