当下流域自然属性与社会属性之间的矛盾越发尖锐,实现流域治理的政府间合作因此显得尤为重要。然而在我国,受制于传统闭合状行政区行政模式的羁绊,流域政府常常采取机会主义的策略选择以及内耗的行动逻辑,这使得流域治理的政府间合作实际上很难达成。在这样的背景下,国内外对流域政府间横向协调机制作了大量的研究,提供了丰富的参考资料,凸现了流域政府间横向协调机制研究的现实、历史及理论意义。
