原始聚落是进入农业社会之后的基本社会组织形态,也是公共权力的萌发之地。公共权力缘于公共事务的管理,在距今七八千年左右,与稳定的聚落形态出现的同时,聚落内的公共事务与公共权力也告出现。距今五六千年前左右,聚落形态走向成熟,聚落的内部结构与功能都进入了新的发展时期,聚落内的社会组合也日益清晰、复杂,无论是聚落的内部组织结构,还是人员的分工与社会分层;无论是个人意识、贫富分化,还是公共权力,都日益凸现。随着聚落内部的分层与管理者的出现,聚落权力的继承或许也已出现;而且随着聚落内部公共事务的增加以及管理范围的扩大,聚落共同体的功能与聚落权力也处在不断的强化之中。
