农村公共产品的供给作为一种生产要素决定着农村私人生产成本的高低,作为一种生活要素已成为提高农民生活质量的关键,它对欠发达地区新农村建设的推进尤其重要。但由于政府职能不明确、供给主体单一、效率低下、城乡之间供给的不公平性等原因,欠发达地区农村公共产品供给问题还十分突出,为此要建立城乡统一的公共产品供给制度,把农民的现实需求作为农村公共产品供给决策函数的内生变量,让公共财政的阳光更多地照耀在欠发达地区的农村大地上,从而形成政府投资与农民建设良性互动的循环机制。
