新农村基础设施建设中的资金短缺问题及其对策建议——基于江西省吉水县的案例分析

The Research on the Capital Shortage in the Rural Infrastructure Construction——Based on the case of Jishui County

农村基础设施是建设社会主义新农村的切入点,是新农村建设能否取得成功的关键。农村基础设施建设具有投入资金量大、周期长、公共性突出的特点。由于中央财政投入不足,县级财政收入因农业税取消而缩水,农民自身收入低,以及农村经济发展水平制约等原因,新农村基础设施建设的资金来源出现巨大缺口。本文以江西省吉水县为例,分析了造成农村基础设施建设资金缺口的内外在原因,并提出了解决问题的对策建议。
