It's the requirement of times to combine education with science and technology.Experiences from developed country like America,Japan,Germany and France etc.show that it's an important step to build national innovation system by combining education with science and technology.It's also the important condition for national economy to soar up,the characteristics and advantages of higher education,and the source of knowledge innovation.The experiences of developed countries should be used as references so as to establish the place and function of the investigation university,to improve the level of higher education and increase the investment of research funds that are of original high science and technology and thus promote the high-speed development of Tianjin.
