On the Improvement of the Construction of Party's Ruling Capability with the Idea of People-first

The report of 'on the resolution of the improvement of the construction of party's ruling capability' proposed by the 4th session of the 16th Party congress summarized the historical experience of the party ruling and guided the party to strengthen the construction of its ruling capability with the people-first scientific development concept.There have three important cases necessary for us to manage well: to foster the people-first ruling principle;to improve the quality of ruling body;to consolidate the ruling basis.
