由于在组织机制、专业技术等方面具有优势,非政府组织成为应对公共危机的重要力量,发挥着不可替代的积极作用。因此,政府要为非政府组织营造良好的发展环境,拓展其充分发展的空间;同时,非政府组织也需不断加强自身建设,来保证其作用得以充分发挥,最终使得非政府组织能与政府组织良性合作,及时有效地防治危机。

Because of superiority in organization system and special technology,NGO becomes important strength of answering readily public crisis,playing a positive role which cannot be substituted.Government need construct a good development environment for NGO,so that it develops quickly.Meanwhile,NGO also need strengthen self-construction constantly to show its function completely.Moreover,NGO can cooperate well with Government in preventing and treating crisis in time.
