我国农业现代化建设的制约因素及其解决对策论略——中共中央十六届六中全会关于农业问题决议之解读

On the Restricting Factors for China's Agricultural Modernization Drive and the Countermeasures

农业是我国国民经济中最重要的基础产业,是国民经济发展、社会安定、国家自立的基础.农业现代化是我国现代化建设任务中最艰巨、最复杂的一项任务.目前,制约我国农业现代化建设主要有五大因素,即自然资源短缺、生态环境恶化、基础设施比较落后、投入严重不足和劳动力的综合素质偏低.要解决这些制约因素,必须采取如下措施:依靠技术创新、加速农业结构优化调整,切实持续改善农业的生态环境,加大农业投入、提高农业综合生产能力,大力发展产业化经营,提高农民的综合素质、实现农民的现代化.

Agriculture,as the basic industry in national economy of China,is the base to develop national economy,stabilize the society and make our country rely on our own effort.Agriculture modernization is the toughest and most complicated task among China's modernization drive.Nowadays,there are factors restricting China's Agriculture modernization drive,such as,shortage of natural resources,deterioration of ecological environment,backward infrastructure,serious deficit of capital investment and low comprehensive quality of labour.In order to solve these restricting factors,we must taking the following measures: relying on technology innovation to speed up the optimizing adjustment of agriculture structure,continuing to improve ecological environment of agriculture,increasing capital investment in agriculture,improving the comprehensive production of agriculture as to develop agriculture industrialization and improving farmers' comprehensive quality,with a purpose to realize agricultural modernization.
