For the normative,abstractness,stillness and ambiguity of laws and regulations,so in the process of bringing these boring laws items into practical life,laws administrators need make a reasonable interpretation of them.The article,beginning with the legal interpretation,discusses the transmutation from rigid bookishness of not administrating without clear authorization in laws to administrators having the wide power of executive arbitration,the combination of legal interpretation and customs enforcing the power of executive arbitration,the adaptation of legal interpretation in customs administration and the limit to related power of executive arbitration.
