The Counter-measure for the Legislation of the West-development Strategy

落后地区的开发是一个长期的过程,需要解决许多利益再分配与协调问题,需要通过立法政策予以保障。在已实施六年多的西部大开发中,有关地区发展的立法却一直是滞后的。推进西部大开发战略,需要加快制定和实施《西部开发综合促进法》、《落后地区开发法》和与之相适应的一系列法律法规。

The comprehensive development of a back-ward area in China needs a long period of time,because many problems related to the redistribution of benefits and co-ordination should be solved and many policies related to them need to be made and protected by law.In the past six years of west development,the law for the regional development is always lagging behind the situation at that time.To stimulate the west development strategy,it is necessary to work out and implement a series of laws and regulations in line with 'How to Stimulate the Comprehensive Development of the West',and 'How to Develop the Backward Areas'.
