建设西部农村小康社会的问题与建议

Problems of and Suggestions to Constructing Well-off Society in West China

中国全面建设小康社会最困难之处,是在西部,是在农村,特别是在西部的农村。农民纯收入增长缓慢、收入差距大、城市化水平低、科教卫生落后、社会保障水平低和生态环境恶化是目前建设西部农村小康社会所面临的主要问题。为此,要通过加大投入、政策扶持和制度改革等,来改善西部农村的人口素质、收入状况、就业条件及其它经济社会发展环境,以促进西部农村尽快实现小康社会目标。

The principal difficulty of constructing well-off society in China lies in the West,especially in rural areas in West China.The major problems facing the rural areas in West China at present are: slow increase of farmers′ net income;widening income gap;slow pace of urbanization;backwardness of science,education,culture and public health care;low level of social security;deterioration of ecological environment.Therefore,in order to speed up the steps of well-off society construction in Western rural areas,we must rely on economic investments,prop-up policies and systematic reforms to enhance human qualities,raise incomes,create more employment opportunities and better the economical and social environment.
