城市建设用地最高最佳使用原则的研究 被引量:1

摘要 城市化带来的城市空间的扩张是建立在吞噬城郊农地基础上的,土地资源的稀缺性导致土地供求的矛盾日益尖锐化。当前,城市土地的利用存在低效率的问题,它体现在建设项目用地审批过于轻率、建筑产品消费效益低和城市规划的制定及实施所存在的缺陷上。如果不能很好地解决这些问题,就无法实现自然、经济和社会的可持续性发展。为此,建议政府部门制定城乡一体化的土地利用规划和城市规划,制定相关政策,规定项目建设用地审批前必须进行系统的最高最佳使用分析,严格按照城市规划规定利用土地。 The expansion of urban space that the urbanization causes is set up on the basis of outskirts farmland.The conflict between land supply and demand is sharp increasingly due to rareness of the land resource.At present,the main problem of the urban land utilization is inefficient.It includes the examination and approval of the construction project is too rashness,over-consumption benefit of product,the urban planning and implementation is fail in the land.If can't well solve these problems,it is unable to realize the sustainable development of the nature,economy and society.The exploit of urban land should measure up with the rule of highest and best use.In order to solve three outstanding problems in current urban land utilization,this study suggests to establish following policies: for construction projects,the methods of land exploitation should be systematically analyzed according to the rule of highest and best use;for construction product,the consumption performance should be analyzed;the use of land must strictly accord to urban planning and regulation.
