The National Assembly in Korean Budget Process

国民大会是韩国最高立法机关,在预算程序中起着重要作用。从实证的角度看,预算编制阶段,国民大会享有有限建议权;预算审批阶段,国民大会享有部分修改权;预算执行阶段,惟行政集权;预算控制和监督阶段,国民大会起着最终决定权。

The National Assembly is the topmost legislature of Korea and takes important part in budget process.From the perspective of empirical research,The National Assembly enjoys limited power to make suggestions in the stage of budget formulation,partial power to make amendment in the stage of budget approval.In the stage of budget implementation,most things follow The Government's lead.And in the stage of budget control and supervision,The National Assembly is given the power to make the final decision.
