剩余劳动力转移与西部产业结构优化

SURPLUS LABOR FORCE SHIFTS AND WEST INDUSTRIAL STRUCTUR-AL OPTIMIZATION

本文立足“消除贫困、减少失业、平等发展”的经济政策终极目标,从西部二元经济入手,以制度变迁为手段,提出“国家购买”的概念,国家以购买农民手中不宜耕作土地的方式向西部农村注入资金,实现西部资本的原始积累,促进西部农业的产业化与规模化;在西部城市则通过大力发展轻工业,吸纳农村城市剩余劳动力,从而从根本上实现西部产业结构的优化。

This article holds the ultimate goal of economical policy is to eliminate poor,reduce unemployment and develop equally.It starts with western duality economy and puts forward the concept of 'country purchases' by means of system changes.The country pours finance into western countryside by purchasing the unsuitable cultivation land so as to realize the original accumulation of western parts and stimulate the industrialization and scale of western agriculture.The article also relates that preferred light industry should be developed in cities and towns to absorb manpower surplus in rural parts to realize the optimization of western industry construction totally.
