从工业化过程中工业与农业关系演进的一般规律出发,结合发展经济学的工业化理论和斯蒂格利茨的次序理论,以及发达国家的历史经验,分析了实施“工业反哺农业、城市支持农村”战略的推进次序,最后针对政府的反哺行为提出了相关制度安排及其制度安排的次序。

The article first begins from the normal law that the relationship between industry and agriculture evolves mutually,which also combines the industrial theory in the developing economics,the sequence theory by Stiglitz and the accordingly historical experience in the developed countries.Then,it analyses how to implement the surging sequence of 'industry re-feeding agriculture and city supporting country'.Finally,the author provides a set of relative policies and its sequence for the government behavior of re-feeding.
