Constructing controlling system of police power is the inevitable request of harmonious society.Based on principle of proportion,principle of judicature control and principle of procedural justice,we can control police power through establishing inside mechanism,strengthening judicature organs' supervision over public security organs,intensifying the protection of citizens' rights and setting up concepts of procedural justice.
