和谐社会视野中的“三农”问题刍议

Tentative Remarks on"Three Rurals"under the Background of the Construction of a Harmonious Socialist Society

农民占全国人口的大多数,这是我国的基本国情,这一国情决定了农业、农村、农民问题是关系改革开放和现代化建设全局的重大问题。一方面,统筹城乡经济发展,建设现代农业,发展农村经济,增加农民收入,是全面建设小康社会的重大任务;另一方面,从我国的未来发展来看,实现全面建设小康社会的宏伟目标,最繁重、最艰巨的任务在农村,没有农村的稳定就没有全国的稳定,没有农民的小康就没有全国人民的小康,没有农业的现代化就没有整个国民经济的现代化。可见,“三农”问题是和谐社会视野中一个牵一发而动全身的重大课题。

It's well-known that rural residents in China constitute the majority.This basic condition has been a decisive factor for opening-up our country and the construction of modernization.On one hand,taking the whole situation of development in urban and rural areas into account,the construction of modern agriculture,the development of urban economy,and the increasing urban residents' income are major tasks of achieving moderate prosperity in China.On the other hand,in accordance with the future development,the most difficult factor before the great task of achieving moderate prosperity is 'three rurals'.There doesn't exist the whole country's stability without the rural community's stability,the people's prosperity without the rural residents' prosperity,China's modernization without the rural economy's modernization.In summary,from the field of vision of developing a harmonious socialist society,'three rurals' problem is a strategic and very important problem.
