抗战时期广东省政府的救济行政体制

The Relief Administration System of Guangdong Provincial Government during the War of Resistance against Japan

抗战时期广东省政府建立了适应战时需要的救济行政体制:救济工作的行政管理由广东省民政厅、国民党广东省社会处、非常时期难民救济委员会广东省分会(后改为广东省振济委员会)三个机构负责;救济经费主要来源于政府拨款和国内外捐款;救济设施主要有难民收容所和输送站、难民招待所、救济院、儿童教养院、托儿所等。这种救济行政体制对解决战时广东的严重灾况具有十分重要的积极作用。

During the War of Resistance against Japan,the Guangdong provincial government set up an administration system,adapted to wartime,of relief.The administration of relief was presided over by three organizations,which called civil administration office of Guangdong provincial,Kuomintang's Departmentalism of society in Guangdong province and Guangdong provincal branch of special period refugees Relieving Council(which had renamed Relieving Council of Guangdong province afterwards).Relieving outlay was mostly sourcing from native and foreign donation.Relieving establishments were mostly refugees' asylums and transport station,refugee's rest houses,poorhouses,a house of children's correction,baby farm and so on.This kind of administration system exerted a very important and active effect on solving the serious calamity in Guangdong during the wartime.
