随着经济和社会的发展,人们对公共服务的质量和效率提出了更高的要求。在改进和提高政府作为公共权力代言人的服务质量和服务效率方面,制度创新起着至关重要的作用。目前,国内对制度创新的研究多集中在经济学领域。本文从公共行政领域的视角出发,紧密结合我国当前政府治理中的问题,就制度创新的内容,制约制度创新的主要制约因素和制度创新的规划作了详细的阐述。

With the development of economy and society,people demand better public service and higher government's working efficiency. In improving public service and working efficiency provided by government,system innovation is one of the most important factors.Many domestic researches mainly focus on the field of economics,but this article expounds the concept,contents,major restrictive factors and countermeasures of system innovation from the angle of public administration.
