新农村建设是一个庞大的系统工程,涵盖了经济建设、政治建设、文化建设和社会建设。探求建立与农村经济发展水平相适应、与其他保障措施相配套的农村社会养老保险制度,是新农村建设的重要组成部分。阐述了建立农村养老保险制度是社会主义新农村建设的本质要求,分析了现行这一制度的基本情况和建立新农村养老保险制度的可行性,最后重点提出了建立新农村养老保险制度的基本思路。

The construction of a new countryside is a gigantic project which includes the building of economy,politics,culture and the society.Establishing a rural social insurance system for the aged in correspondence to the economic development and other security measures is an important part in this process.This paper expounds in detail that the establishment of a rural insurance system for the aged is essential to building a new socialist countryside,analyzes the reality of the system and the feasibility of establishing the system,and finally proposes some suggestions on building such an insurance system.
