高原地区“三北”防护林建设特征分析及评价——以湟源县为例

Analysis and Evaluation of Characteristics of the "Three North" Shelterbelt Development Program(the First Phase) on Plateau——A Case Study of Huangyuan County

对青海省湟源县“三北”防护林建设工程(第一阶段)建设的特征进行了分析和评价,认为湟源县防护林建设具有典型的公共产品的特点,以村办林场为主要特征的组织形式和以群众投工投劳为主的建设过程,在三北防护林地建设中起到了积极的作用,反映了“三北”防护林第一阶段建设的时代背景也暗含着发展的不可持续性因素。

With Huangyuan County as an example,this paper analyzes and evaluates the characteristics of the 'Three North' Shelterbelt Development Program(the first phase) on plateau and draws the conclusion that the features of providing public service,being organized by village forestry farm and invested by free farmer labors which play active roles all have reflected the background of times and indicated some unsustainable factors.
