目前,我国农村人力资源面临总量庞大但素质不高等突出问题,农村人力资源开发工作还处在一个较低的水平。农业和农村经济正处在新的发展阶段,加速农村小康建设步伐,实现建设社会主义新农村的宏伟目标,关键在于着力开发农村人力资源。只有认真分析农村人力资源的特点和现状,探索科学的发展对策,才能适应农村人力资源开发的迫切需要。现对如何开发利用农村人力资源作了有益探索。

The rural human resources are large in quantity and low in quality. The agriculture and the rural economy situate in a new development stage. The key to accelerate the construction step of the countryside well-off society and realize the great goal of the construction of the Socialist new countryside lies in developing the rural human resources.
