新时期行政组织的塑造——对公共行政“范式”的思考

The Construction of New Public Organization in Modern Times

在美国行政思想史上,存在着宪政主义和管理主义的两种倾向,在历史发展的不同阶段每一种倾向都对行政组织的发展起了推动作用,它们相互交织、相互影响却不能相互替代。在我国发展的现阶段哪一种理论更加适合我们行政组织的塑造,应该如何应用这些理论来对我国的行政组织进行变革,是一个亟待解决的问题,在分析公共行政的不同“范式”的基础上,对我国行政组织的塑造提出了一些建议,以期对行政组织的变革有所助益。

In the American administration thought history,there were two kinds of tendencies the constitutional government principle and the managerialism.In the different development stage of history,each kind of tendency made great contribute to the administrative organization.They has mutually interwoven,mutually affected.However,they cannot actually mutually substitute.Which theory is more suitable for the construction of administration organization in china and how to use these theories to carry on our reform is urgently awaits to be solved.Due to analysis different para- digm,this article has posed some advices to this problems,hoping to be useful for the construction of administration organization.
