摘要
目的通过分析我国老年残疾人基本特征和康复需求,为加强老年残疾人康复工作、解决老年残疾人问题提供针对性建议。方法采用描述性统计和对比分析方法,对第2次全国残疾人抽样调查的相关数据进行分析。结果女性老年残疾人数多于男性,残疾率随老年人增龄而提高,绝大部分老年残疾人生活在农村。老年残疾人以听力残疾、肢体残疾和视力残疾为主,此3项占各项残疾的90%以上。绝大部分老年残疾是由疾病所致。老年残疾人的康复需求存在性别、年龄和残疾类别差异。医疗服务与救助、辅助器具、康复训练是老年残疾人最主要的康复需求,但大部分康复需求未能得到满足。结论促进健康老龄化、加强疾病预防、调整财政支出结构、加大公共财政支出力度和加强康复技术人才队伍建设,对于降低老年残疾发生率、满足老年残疾人康复需求具有重要意义。
