通过专家咨询与实地考察,运用定性与定量综合分析方法,对南澳县域经济发展现状与问题进行综合评价。依据分析评价结果,利用现代系统理论的方法,构建了南澳县经济系统开发模式。同时,结合独特的海岛资源,提出了分层次、分阶段实施南澳县海岛系统开发模式的步骤与方法,为加快海岛经济持续发展提供了科学依据。
