公安维稳工作要秉持“维护稳定”和“以人为本”相统一的价值理念;要准确地进行“对外”“对内”定位,厘定职责任务;要按照整体性、系统性、灵活性、有效性的原则,以不断提高发现能力、控制能力和处置能力为核心,从预警、决策、控制、处置、保障、责任等六个方面建立健全维稳工作机制系统。

The work of maintaining social stability for public securities shall adhere to the principle of 'maintaining stability and people oriented' and determine properly the external and internal factors and liabilities. Based on the principles of integration, system, flexibility and efficiency, the working mechanism for the work of maintaining social stability shall be established from the six aspects: early-warning, decision-making, control, handling, protection and liability.
