The paper discussed the difficulty and the restriction factor which the ordinary universities journal development innovation faces, pointed out it only has the transformation idea, face the reader, face the market, bases the domestic market, takes the initiative conformity way, walks the sustainable development road, only then may win the survival and the development in the technical periodical competition.
